Secretary

The Secretary of the General Council is appointed by the General Council on the recommendation of the Business Committee to serve, pro bono, for an initial term of four years with eligibility for re-appointment thereafter for one further four-year term.

The Secretary manages communications between the General Council and the University and has responsibility for ensuring the General Council's statutory responsibilities are fulfilled.

The current Secretary was appointed in 2022.

Dr William Duncan

A graduate of the University of Edinburgh with a B.Sc. in Chemistry (1972) and a Ph.D.(1977), Dr William Duncan, BSc, PhD, CIPD, was Chief Executive of the The Royal Society of Edinburgh - Scotland's national academy of science and letters - for over 30 years and believes this gives him considerable insight into the challenges and opportunities the HE sector faces from the introduction of the Teaching Excellence Framework, creation of UKRI and Brexit. 

He was previously the Convener of the Finance and Services Committee and has served on the Business Committee since 2018.
