History and Powers and Responsibilities of the General Council History The General Council of the University of Edinburgh was established following the Universities (Scotland) Act 1858. The composition and functions of the General Council have been updated by subsequent Acts of Parliament. These have been supplemented by rules (called Ordinances) governing each individual University's arrangements.
